The Planning Capacity Building Team is responsible for supporting the statewide, metropolitan, rural, and tribal transportation planning program nationally. The Team also facilitates related initiatives implemented through the planning process such as Title VI of the Civil Rights Act, Community Impact Assessment, land use, livability, public involvement, performance management, etc. The principal functions of the Team include development and implementation of a national transportation planning capacity building program; legislative and regulatory proposal development and analysis; conduct and administration of research programs in transportation planning; coordination of agency efforts with other U.S. DOT agencies and external agencies, i.e., U.S. EPA, CEQ, HUD, USDA, etc.; and the provision of technical program assistance and training to FHWA and other Federal agencies, States, metropolitan planning organizations (MPOs), public transportation agencies and other modal operators, and local agencies. The Team also is responsible for developing and overseeing policies regarding the administration of planning funds, under Title 23 U.S.C., those aspects of the Office of Planning dealing with community and people impacts, public involvement, Title VI/environmental justice as well as outreach and technical assistance.As a Transportation Specialist on the Planning Capacity Building Team, you will be responsible for providing program expertise, and technical support in developing and promoting national policies, programs, and procedures on numerous transportation planning and policy issues, procedures, and regulations. Under the direction of the Team Leader and Office Director, you will be responsible for developing and ensuring delivery of technical assistance and training to FHWA staff, State and local agencies and other parties in the development and implementation of transportation planning techniques and processes.  Also responsible for the development, implementation and evaluation of program delivery such as developing regulations and/or guidance, technical assistance, training and research as part of the Statewide and metropolitan transportation planning process.  Possess expertise and experience in the application of a wide variety of disciplines such as transportation planning, government structures and intergovernmental relations, planning research, community planning, economic analysis, organizational and program evaluation, quantitative and qualitative analysis techniques, and public involvement processes.You will also provide leadership, coordination and support for existing program activities and an assessment of program direction in response to changes in internal and external needs.
