Provides local program management of the Navy Base Support Vehicles and Equipment inventory. Responsible for the receipt, assignment of, and coordination of disposition for approximately 300 pieces of Civil Engineering Support Equipment, material handling equipment, and weight handling equipment. Reviews and analyzes requirements for vehicles and equipment of all supported commands. Provides for the management of material handling equipment assets and is responsible for determining material handling equipment requirements and making appropriate assignments. Ensures material handling equipment is properly maintained and replaced. Acts as Certifying Official and provides oversight of the weight handling equipment program. Responsible for oversight of maintenance, inspection, and testing of weight handling equipment. Responsible for the annual and semi-annual weight handling equipment audit preparation and correction of any audit findings. Responsible for providing monthly, semi-annual, and annual evaluations of contractor performance in support of the transportation annex. Takes necessary corrective actions to overcome delays, equipment breakage, or non-availability, and shortage of personnel. Schedules work, inspects work-in-progress and upon completion, advises the Deputy Public Works Officerof work progress, and ensures that safety requirements and housekeeping rules are followed. Assures that appropriate production reports and administrative records are maintained and forwarded as required. Provides input to the NAVFAC SW Base Support Vehicles and Equipment Product Line Coordinator in preparation of fiscal year overhead and commodity budgets. Provides oversight of vertical transportation equipment program including maintenance, weight test, and certification in accordance with relevant regulations and instructions. Interfaces between Navy Region Southwest, and NAVFAC SW BSV&E Product Line at all levels and serves as the subject matter expert to the Deputy Public Works Officer support commands, and base operating support contract personnel.

We have a need to hire a Technical Specialist Consultant with Intelligent Transportation Systems experience for the Carson City area. This is a year long contract that may be extended. PROJECT OVERVIEW The Nevada Department of Transportation (NDOT), Information Services (IS) Division requires technical assistance in implementing Intelligent Transportation Systems (ITS) solutions for IS related systems. The consultant will assist in providing technical guidance, expertise and hands-on integration in the development, evaluation and implementation of systems, software, digital communications and IP-networking as applied to video streaming and remote traffic or environmental sensing devices in a state-wide deployment. 2. SCOPE OF WORK Develop a timeline for the assigned scope of work within 15 business days of the start date, including milestones. The consultant will report weekly regarding the established timeline and milestones accomplished. Under the management of the NDOT IS staff, the consultant will participate as part of an Information Services (IS) team to implement ITS system installations, modifications and/or replacement. Assist Information Services ITS needs assessments, design criteria, site and equipment selection, system pathways and linkages. Assist in identifying, diagnosing, tracking and/or reporting problems and determine repair or replacement priorities in complex and diverse wired or wireless communications systems installed in a large geographic area, with multiple remote locations that are used by NDOT personnel and other agencies for public safety purposes. Use computer software diagnostics, diagrams, schematics, logic diagrams and flowcharts, electronics theory and complex electronic test equipment to test, identify problems and isolate defective electronic components in systems or equipment. Ensure that all planning strategies, procedures and methodologies are in regulatory compliance. Consultant must work on-site at the Nevada Department of Transportation in Carson City, Nevada. 3. DELIVERABLES A timeline for all projects tasks, including milestones; Detailed time tracking record for time sheet submittal; As assigned, perform setup, installation, and testing of IS related ITS systems and equipment; Assist with setup and installation of system physical infrastructure; Assist with training as needed upon completion of system implementation; Documentation of all tasks and implementations to NDOT standards; As assigned, aid in the development and deployment of plans and strategies for NDOT IS to support NDOT ITS projects within the Department; As assigned, aid in the research of new or developing IS ITS technologies for possible inclusion in ITS strategies, projects or deployments and provide documentation of the results; and Weekly status reports to include, but not be limited to: 3.1.1 Overall completion status of the project in terms of the approved project plan and schedule; 3.1.2 Problems that were encountered and proposed/actual resolutions; 3.1.3 Issues that need to be addressed; 3.1.4 Accomplishments during the period; and 3.1.5 Activities to be accomplished during the next reporting period. Consultant must have: A BS or BA Degree in Electrical Engineering, Computer Science, Mathematics or five (5) years Intelligent Transportation Systems (ITS) related technical experience; Three (3) to Five (5) years of experience provisioning and supporting data, voice and video infrastructure/network in a large geographically diverse Intelligent Transportation Systems (ITS) environment; Experience with ITS deployments including Transportation Management Centers, Transportation Management Sites and Fields Elements such as CCTV, RWIS, DMS, HARS, etc.; An understanding of hardware technologies, computer operating systems principles, complex server systems, LAN/WAN fiber optic, wired and wireless networks, CCTV camera subsystems as used in ITS deployments; Substantial and responsible hands-on experience in: Radio frequency (RF) or microwave system and subsystem communications, wide-area networking (WAN), including detailed understanding of Internet Protocol (IP) networking and multicasting, configuration of IP routers, Ethernet switches and other network infrastructure equipment; The ability to participate directly in the integration of hardware, software, communication elements and to contribute to the overall project technical direction; Proficiency in software/hardware implementation, configuration and troubleshooting; A thorough knowledge of diagnostics techniques specifically relevant to the hardware and software subsystems furnished to this project; A strong organizational, analytical and problem solving skills; Excellent verbal and written communication skills, demonstrating the ability to communicate information technology concepts to non-technology staff; Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint and Visio); and 4. EXPERIENCE AND SKILLS DESIRED Proficiency in the use of project management methodologies and techniques; and Proficiency in the development of test plans, procedures and techniques.
