The Office of Planning is responsible for the development and implementation of national policies, regulations, guidelines, standards, procedures, techniques, and initiatives to comply with the planning provisions of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Transportation Efficiency Act for the 21st Century (TEA- 21); Intermodal Surface Transportation Efficiency Act (ISTEA); the National Environmental Policy Act of 1969 (NEPA); the Council on Environmental Quality (CEQ) Regulations; Sections 109(h), 128, 138 of 23 U.S.C.; Section 303 of 49 U.S.C.; Title VI of the Civil Rights Act of 1964 and related statues; and other related laws, regulations, and Executive Orders. The Planning Capacity Building Team is responsible for supporting the statewide, metropolitan, rural, and tribal transportation planning program nationally.
